It's true that mutation is the basis for evolution, however this is a harmful mutation. From what I understand of molecular biology (which is admittedly little) mutations are completely random, including the ones that help organisms evolve. Mutations can be beneficial, neutral or harmful. Factors of the environment are believed to increase the rate of mutation but not the direction of it. So for example, an exposure to toxic chemicals may increase the mutation rate in an organism, but it won't cause more mutations that make the it resistant to those chemicals. Whether a particular mutation happens or not is generally unrelated to how useful that mutation would be.
